In RAC 11.2, the LOAD_BALANCE setting has lost a little bit of its relevance with the introduction of the Single Client Access Name (SCAN). Remember that the scan resolves to a maximum of three IP addresses provided by the DNS server in a round-robin fashion. Prior to the 11.2 release, it was good practice to ensure that LOAD_BALANCE was enabled.
